Tra le nuove funzioni quelle relative alla valorizzazione dei beni storici, artistici, ambientali e fluviali, allo sviluppo economico con riferimento al settore turistico, alla mobilità e ai trasporti, all'edilizia pubblica e privata alla protezione civile. Queste funzioni sono disciplinate con regolamenti del consiglio comunale, che diventa Assemblea capitolina e che entrò sei mesi deve varare un nuovo statuto. Previste anche maggiori risorse e il trasferimento dei beni dello Stato.
