Queste funzioni sono disciplinate con regolamenti del consiglio comunale, che diventa Assemblea capitolina e che entrò sei mesi deve varare un nuovo statuto. Previste anche maggiori risorse e il trasferimento dei beni dello Stato.

LA FESTA DELLA LEGA - «Il federalismo fiscale non andrà a dividere ma farà sviluppare il Paese - ha spiegato il capogruppo della Lega Federico Bricolo -. Questo è un momento fondamentale per il nostro Paese: cambieranno tante cose, cambieranno in meglio, si andrà a smantellare la zavorra dell'assistenzialismo. Daremo finalmente autonomia finanziaria ai Comuni. I soldi che i cittadini pagano in tasse resteranno sul territorio, non andranno più a Roma. Saremo finalmente padroni in casa nostra». Il ministro dell'Interno Roberto Maroni ha parlato di «giornata storica». Quando il presidente del Senato Schifani ha letto i risultati della votazione, i senatori del Carroccio si sono alzati in piedi sventolando i fazzoletti verdi.
